Some good free online resources (downloadable):

GE Art & Science of Protective Relaying

Design Guide for Rural Substations

Also (purchase, not free) the IEEE "Color Book" series, including the Brown Book (Power Systems Analysis), Red Book (Electric Power Distribution), and Buff Book (Protection and Coordination).

Another good book on the market is "Protective Relaying - Principles and Applications" by J. Lewis Blackburn.

Those will keep you busy for a while.

Try searching Amazon.com for your topics and filter by top-rated results. You can read the product reviews to see what others think of the books.
