I'm having trouble understanding what you want to do.

You want to control your mobile phone camera via remote control? Or do you want to control your webcam via your mobile phone? Which is it?

In any case, I'm not sure if it's possible to do any of that right now. Why would anyone want to do these things?

I lost it somewhere when he mentioned "radio controlled camera" and then "camera phone" in one sentence.

I think I get it now. He wants to put his cellphone (which has a camera) in or on a remote controlled vehicle or toy, set it to video mode and call another cellphone (which also has a camera) and watch the view from the remote controlled vehicle's perspective. Excellent idea!

So what's the problem here? You'll need two phones, both with cameras, and the ability to send the video to each other. There are phones that can do this (except I can't remember what brand or model, I'll have to check that out) so it shouldn't be difficult. The biggest problem might be mounting the phone on the RC truck or plane but it shouldn't be too much of a problem.

The other alternative is to get a small video camera with transmitter and mount it on the RC truck. There are commercial products for these and quite a lot of them are small enough to do the job. Only thing is you can't view it via your cellphone. There might be a way to do that but nothing comes to mind at the moment.

It is just a suggestion. Buy a cost effective mobile phone with camera and radio control kit for model car or aeroplane from ebay. Fix powerful LED in front. Mounted on a model car the uses are many such as cave or tunnel investigation. The only problem is each time you use it you are clocking the meter at whatever rate your phone company charges.

If you're trying to give away cell phones there are usually NGOs that help victims of spousal abuse who give the victim a mobile in case the perp attacks again. Gives them a way to call 911, which doesn't require a subscription.

I've "recycled" quite a few old phones this way.
