STOP!!!! Stop immediately.

You, the OP, have been given the task of proving that your company knows how to test the quality of your company's work. You clearly do not. You have neither the knowledge or experience to refute or support any conclusions your customer has reached seeing you perform this test. Contact your supervisor and/or engineer that your customer has a question. Do not say that you heard this or that at CR4 as proof that you know what you are doing.

Did the client explain why they stopped you?

If you don't know, why don't you ask them why.

I can't understand the question, but it sounds and seems to be dangerous.

Follow the advice given above, stop what you are doing. Before you kill yourself or someone else!

Was the client aware that the power was off?

...and was the testing covered by a written, signed, Permit To Work document?

Take them down to Wal-Mart, give them a kick in the Men's Section and top it off with a dollop of Daisy...

that makes about as much sense to me...

I am amazed at the quality of the questions posed here lately. I am more amazed at who is working out there these days and what they are doing and trying to do. Can anyone explain how they get these jobs. And why does anyone need an earth cable to do a simple continuity test? What voltage was being utilised for that?

You have to remember the source of all of our information in this question. The OP appears to not understand the function of a grounding cable. So the test being performed may not be a continuity test. I could see the customer freaking out that no grounding wires existed if the test was actually a High Pot insulation integrity test.
