Loctite is a brand name, they produce many products including several types of thread lock for various application and environments, which one are you talking about?

If you're doing the inspection of the piping, you should already know the answer to your question.

What does the piping specification say?

We can't read the specification for you, we can't see the piping from here.

Now were back to the question of ethics. Why are you taking someone's money if you don't know how to do the job at hand.

This sounds like a case of fraud to me.

Give the money back and admit that you don't know how to do your job.

It depends on what is supposed to come apart again, versus stay permanently assembled; what type of Loctite™ is being used (some are hard setting, others not); what fluids the sealant might come into contact with; etc.
