CSA Z662-11 Clause and Clause 4

I want to know why Clause 4 does not consider manufacuturing mill tolerance but included corrosion/errrosion allowance and mechanical allowance in nominal wall thickness calculation as opposed to Clause 14.

I appreciate it if some one would know the reason.

Apparently no one else has a copy of CSA Z662-11 Clauses 4 and 14. If these clauses are brief, perhaps quoting them in full would help.
