Woxen Tool Equation

During our college days, in the Work Shop Technology class, in the Syllabus, there was a reference about WOXEN TOOL EQUATION.

I could not get any reference, and even googling, I do not find what the equation is.?

I request CR4 Members to inform - what the Woxen Tool equation is about.?

What specific search term(s) did you try?

"Woxen" by itself got lots of irrelevant material.
"Woxen tool equation" got many references to just what you want.

I wonder if Google works differently in different countries.
