Design Pressure - Full of Water and Static Head

What is meant by design pressure of storage tank is equal to full of water and static head. And how to calculate these pressures? Thank you all in advance.

Static head is how high the level of water is from the bottom of the tank, including any piping above the top of the tank. Psi = head in feet ÷ 2.31.
