PHSER Mechanical Integrity Procedure

The client request me submitting "PHSER Mechanical Integrity Procedure". However, any of my colleague doesn't know what it is.

Does anybody know what client want to me submitting?

I have seen this reference to some OSHA stuff in the USA. This was in Southern Nevada relating to a contract with SNWA (Southern Nevada Water Authority) which involved the overall contractor of CH2M Hill and I, for some reason, thought that PHSER referred to a local company. If you goggle or search otherwise for "Mechanical Integrity Procedure" then you come up with some links to what that was referring to involving OSHA and Nevada and the containment of chemicals for safety. I didn't look too far since our contract involved only Electrical items and not chemical. This was many years ago. I may be wrong about the PHSER but I tried adding letters to make it something else and could not come up with anything. The term they had was very close to that and someone might have left out a letter or changed one.
