Same WPS & WPQR Can Be Used for Butt & Fillet Welding?

We have qualified a welder for Butt weld as per EN 15614 & EN 287.With the same WPS & WPQR can i qualify the another welder for Fillet weld.

It depends upon whether the "I" has the same ability and authority as the "we".
