It is not clear if it is about medium voltage or high-voltage cable, indeed.

What kind of machine do you need: extruder[for insulation, conductor screen, jacket],cores lay-out ,copper wire drawing machine, wire stranding machine and so on?

The right place to get your answer is the Cable manufacturer or Google. The cable manufacturer will provides all the required information regarding HT and LT cable as they have to sell it .For the second question the best answer is a visit your nearest cable factory and see it yourself.
