Interesting concept.

Totally Impractical.

Very expensive to build (route plumbing, electrical, sewer, elevator access, power drives, etc.) and to maintain.

Sounds like another architect has just moved to Washington state or Colorado to take advantage of new laws.

Fine. Even if I have to resort to structural concrete and steel I could still make it work.

However it would have to be powered by burning tires though. I'm not compromising on that part.

I'd say the same thing I say about a hyperloop...build a safe but real small scale version and if its as hot as the concept promises than people will want more. but you'll never get closer than a floor that rotates within a shell. the entire floor will not rotate including the curtain wall as they show in the animation. the energy producing claims are bogus. they could offset a small degree of energy consumption but they wont be powering neighboring areas. nice video.........all pie in the sky stuff

Can this be done? Yes, it certainly can be done.

What is missing from this fantasy video is how does a person from the inertial reference frame of the Earth transition to the independent reference frame of each or any floor of this building. This reminds me of the novelty rotating restaurants on the top floor of many tall buildings of the past few decades. In these restaurants the angular velocity was considerably slower but all fixed building fixtures (plumbing feed and waste, electricity, phone) were part of the Earth inertial reference. All of the rotating portions were brought in and out by patrons and staff.

Yes, I used to patronize one of those revolving restaurants years ago. It moved very slowly, so there was no discernible inertial adjustment. I was also there when it WASN'T rotating, due to maintenance issues. When EVERY floor is free to rotate, AND the floors are separated by wind turbines, the maintenance issues must be pretty wild!

Yeah, about those wind turbine blades. They certainly will not be making power from wind since they are oriented wrong to capture any wind flow. The only thing I see that those blades do is make the infrastructure design even more complicated and maybe prevent birds from roosting between floors.

As I said before, this video is just a fantasy.

I've seen something about this before. The floors won't all rotate continuously like the Seattle needle wants to but on demand of the resident. It's been done on smaller scale for homes as well, there is at least 1 house in California rotating about a central utility core.

That being said, just because something is doable and cool doesn't make it a good or practical idea.

Dubai is the only place I think it could be done because they don't care so much about the cost of these fanciful construction projects. They are the pyramids of the 21st century.
