Is this a test question, or did you lose your notes?

Get inside it and pretend there is internal pressure from the outside.

Do your clients know how you get answers to their technical questions?

And technical guidance to perform your job?

If there is a pressure difference between the inside and the outside other than that represented by the level of liquid inside it, then it isn't a tank; it's a pressure vessel and should be designed according to pressure vessel codes and not tank codes. Go figure.
