Get inside it and pretend there is internal pressure from the outside.

If there is a pressure difference between the inside and the outside other than that represented by the level of liquid inside it, then it isn't a tank; it's a pressure vessel and should be designed according to pressure vessel codes and not tank codes. Go figure.
