Position Of Trip-Neutral-Close Switch In Cab Panel

what is function of trip-neutral-close switch in vcb panels.i have seen a vcb in working position but the switch was in trip position,i cannot understand why it is in trip position though vcb was in closed(ON) position....any drawing or techinical help will be good.

The 3-phase breaker is closed, but the neutral is tripped?

Is the load a motor that doesnt require a neutral?

Is the load a 3-phase high voltage transmission line feeding a substation?

Generally the Trip- Neutral- Close switch is a spring returned to neutral position switch. May be handle look like in trip position but the contacts will be in neutral position. Please check.These switches are not stay put switches.
