Paying for Carbon Emission Reduction?

If carbon emissions are to be halved by 2050, the world has to get on with reducing emissions everywhere. Some nations won't, others can't afford. So, who should take the lead in making necessary cuts — by paying the tab and/or providing the tech?

We can't really cut CO2 emissions by half if we don't know how much more CO2 was pumped into the atmosphere in the first place? What was the average amount of CO2 in the whole atmosphere before the industrial revolution?

These questions have to be answered before they even talk about reducing the CO2 in the atmosphere, if they get it wrong then we could be in for a very nast surprise.
