Because the buildings create an interesting echo we are to assume that is why they were built? I suppose this project received government funding.

I had a neighbor that claimed to have helped build them and that is exactly what he said.

I had another neighbor that said he told this same tall tale to some fool acoustics expert and was rolling on the floor laughing at the 'expert'.

A little spaceman confirmed all the stories and said he was behind it all.

The entire topic is meaningless garbage and who even cares?
