It looks like a wool market but I don't know the location.

This is one I know, at Dunster in Somerset.

It was the first curb service one-hour photo shop....now it's been re-purposed as a police station...

Built for a disabled parking attendant … almost finished, a loud speaker was installed after the picture was taken.

Perhaps Solar is not well?

This is very frustrating because I know the building, I've driven past it many times but I can't remember where it is.

Looks like Tetbury Market ..There was one in almost every Market Town in England. they are on stilts of either wood or stone to let the market traders and wool merchants, horse and grain traders stay dry whilst they did their work, there is another in Market Harborough and one in Quorn that I know of I know of. The upper floor was for the local guild or the market tax collectors or the records of sales kept by the town council Also often used for the night watch to get warm and dry in. Many were disappeared in the late Victorian period in the UK for more attractive shopping areas..
