I've wondered why the NFL doesn't look into helmets with a semi-soft, impact-absorbant outer layer to minimize the shock of helmet-to-helmet impacts that occur even when the players are trying to avoid such hits. I've seen defensive players lower their heads to avoid these hits, only to have the offensive player lower his head, too, as he braces for impact.

I didn't read the article and I probally should.

But there are probally (2) reasons

(1). There is allot of technology that goes into the helmet on the inside.

30 years ago, there were even helmets with water bladders in them to protect the players.

With so much technology on the inside and then add technology to the outside of the helmet, that wold require allot of real estate for the helmet.

The helmet will probally look like this.

Don't laugh, this small guy took allot of abuse. in the movie

The second reason is the ref's are supposed to protect the players, but some of the the what I call ultraconservative calls, they should then have football as a non contact sport.......... They the viewership will drop.

i.e. they still have to have the value of entertainment. It just fortunate that they are no longer calling players tough because they play hurt and actually remove them from the game.
