That's what I thought, too, but the line across the top is not an opening, I think, but the shadow of the pole on top of the dome.

I think that's a ladder for cleaning the dome when necessary....

I don't see how any of the replies so far duplicate the shape of the building in the original post. (Non-tapered walls of lower square part, different proportions of low/high parapets, wrong dome shapes, three inner arches not in original drawing, flooded versus unflooded foreground, etc.)

I hope all posters can properly identify their respective buildings, which may not all be the same one.

I spoke of identifying the building. Why did you not do that?

This does look like the correct building, but the OP's sketch is a bit off (different proportion of lower/higher parapets, three inner arches obscured).
