Great find SE.

The one on the car is clearly not concrete, but does appear to be identical to the breakwaters you've found.

I can see how it might be possible to use say an expanded polystyrene model for investment casting of a cast iron unit, but how would it be used for a concrete one. Or might it be a prototype space model?

On a purely Geeky note this particular design of breakwater only seems to be used in Romania on the Black sea coast, and, the cars number plate is registered to Prahova county in Romania. I suspect that the picture was taken a long time ago when the mold was being designed.
