Nothing easily found using modern bell tower, chapel or church modifier or carillon. Pretty sure that is what it is. saw several similar bell towers and carillons but no cigar.

Tried "ten bells" kept getting pubs; 11 bells was a little more productive.

But surely the outstanding feature is the spiral walls/roofs: does anyone know a more definitive term for that structure?

This was the Palace of Rituals or the Wedding Palace in Tbilisi, Georgia. According to Wikipedia, we can thank architect Victor Djorbenadze for this building, which was built in 1984.

That was good one Maggie. Only by using 'ritual palace' as the search term does sit come up. If you add the bell tower or carillon , nothing.
