'Black' is a relative term. It's an extremely low level of light in the vicinity of a much brighter region of light.

Sunspots on the Sun are a good example. They look black in a photograph of the Sun because they are much less bright than the surrounding 'surface' of the Sun. But in actuality they have a temperature of thousands of degrees and would look extremely bright viewed by themselves (in comparison to almost any light source here on Earth).

'Black' can be any color, and thus any spectrum, you want; it just has to be much dimmer (lower intensity) than some other light source near by, and that bright light source can have the same spectrum as the black area, or a different spectrum.

Black is what the human eye interprets when something absorbs all visible wavelengths of the color spectrum whereas white reflects all wavelengths of color so I would assume all colors and wavelengths would be present in the colored black spectrum. Yes? No?

Black is an absence of light. As such it has no wavelength. So if one illuminates an object with a monochromatic light source that completely absorbs that wavelength of light it will appear to be black. (I'll ignore for now the object's thermal black body radiation and other effects.) If you illuminate the same object with a monochromatic light that is not completely absorbed the object will appear to be the color of the monochromatic light source.

Black color would be the absence of reflected light in the visible spectrum...

Black light on the other hand is ultraviolet in nature and has a purple glow....

What you see with a black light incandescent bulb is the visible spectrum remnants that bleed through the UV filter. If one selects just the ultraviolet wavelength of interest with a prism or diffraction grating monochomator then the human eye will not see any light. However, if one puts a florescent object (phosphorous, many minerals, some white papers, psychedelic poster, etc.) then that object will now glow.
