Use a calculator, common sense, and the brain in your head.

I weep for your customers. They have been cheated.

It seems that it is just a matter of looking at the drawing and writing down each item you see then.

It depends on too many things to describe easily in brief on-line posts. Stays will typically be required at any change of direction of the trunk line, at the ends of the line, and at any weakly anchored poles.

Your country or region should have a power transmission line code that specifies such information, which may not be included in electrical codes governing in-building wiring.

Since you have drawings and this is a training exercise, do what is known as a MTO (Material Take Off) using one of the drawings that is typical of most of the poles. The MTO is a comprehensive list of every single item that is used to construct the pole and its attachments, you then count up each piece and add the total.

You will have to make an estimate for the stays and the hardware required to steady the pole since, as Tornado has pointed out, they are a function of the route and terrain that the poles go through. Most utilities have a set of construction standards that contain all the information and rules for your project.

All one does is compare the drawing with the standards and the plan of the route, and counts things up. Over-estimate to allow for breakage and wastage (i.e. "theft") so that the job is not held up for want of materials near the end, the delay for which can be worth rather more than the missing materials.

Consider factoring in parrot control.
