In the "bad old days" the fuses had an advantage over the breakers when it came to short circuit current interruption, but not anymore. We've switched to breakers for anything that might need to be shut off occasionally for testing/maintenance. They cost more, but the switching capability is far easier than pulling fuses.

Depends on a number of factors not in evidence. For example if the available fault current is higher than what the MCCB is rated for, fuses may be the only option. There are other issues beside just that.
