Pick the person's name (blue-highlighted) to whom you want to send the P.M., and a menu option will pop up for just that.

In chrome (I assume other browsers would be the same...)

Click on the person's id. It opens up their page. On the right top, "send xxx a message".

Find the member in a search or in a discussion and click on the member's name:

When the next screen comes up do this:
