This article. http://www.sciencemag.org/news/2016/11/does-shooting-birds-make-them-smarter looks at a study suggesting hunting/shooting birds might work toward increasing intelligence.

That has to be one of our downfalls; we as a country don't participate much in hunting our presidential candidates. Think how much better they could be if we would just put more effort into shooting them.

  1. We used to shoot at one every 20 years up until Regan.. After that things really went downhill.. So you might be on to something.

I'd still have to recommend against calling the white house with the suggestion.

Shooting birds only alters the gene pool. It keeps the dumb ones from breeding.

Startling rate depends on the bird.

Cave you ever met a Chicago Pigeon? they don't move until a shoe actually touches them. And then it's just the bare minimum of a shuffle combined with a dirty look.

And Swans don't get startled, they get angry. They look like delicate ballerinas, but they act and fight like biker gangs. A swan can break a human leg with a standing wing-strike.

There's a bit of a risk in that, some of these candidates can and will shoot back, some even before they've been shot at.
