Bout 2" overall.

It fits into a larger assembly along with two others.

I think a flow control valve of some sort from the irregularities showing on the ball. One direction gives 90 degree movement, while the other only gives 45 degree.

Maybe "fast" and "Slow" fill options.

Handle seems to be 2 part to enable locking onto plastic threaded shaft, providing height adjustment.

Looks like some sort of connection joint. The threads are too coarse for it to be a precision part. Looks to me like something that holds 80-20 parts together. Or maybe a suspension part for an ATV?

It is a device that, in this case along with two other like devices, attaches something to a vehicle.
