That which raises the pressure in the tank to its maximum permissible operating pressure, which is stated on the most recent insurance test report for the vessel.

Maximum allowable working pressure [MAWP] is a synonym. MAWP varies with time according to the condition of the vessel in question. Periodic insurance inspections determine MAWP.

7 x 7 - it it 2-dimensional? 7m, 7cm, 7', 7", 7 cubits? Dimensions matter.

You can compress all 6.0221409 X 1023 atoms in every mole of air closer together.

But, if you put even one atom too many in that tank, depending on the multitude of conditions you do not provide, you'll let all the air escape.
