Critical Components of Butterfly Valve

I referred one journal in that, they identified seals of Butterfly valve is more critical than other components..is it true?

This is true only if the Butterfly (wafer) valve is supposed to actually block flow when shut, and not just be a minor impedance. If you were referring to stem seals, it depends. You can put a depends on the stem and soak up the leaky fluid.
