If your talking about the PM (Private Messaging) system on CR4, that is the CR4 Admins, to make sure it's not used to spam people.

If some other quota, then probably your local IT dept.

No I think he's talking about the glitch that sometimes affects your ability to post that says ....something like you've posted too much or something.....you just need to reset your cookies I think was the fix....
