I have a Survey plan of 1959 with these figures 33690.64E and 915041.74N,please could anyone assist me in converting these figures to degrees of latitude and longitude? and show me also the procedures.

Please start by stating the name of the publisher of the <...Survey plan of 1959...> and the part of the world it depicts. Of value would be a named prominent feature, such as a town or city, etc..

Would "divide by 104" effect a solution?

The numbers are based on a surveyed coordinate system which should have been referenced on the (plan set) you have... Are the units in meters, feet, or some other unit of length?... If there is a national standard in Nigeria, then there is a survey monument that is the single basis point of the entire system, and it will have official lattitude and longitude numbers from which to start...

There are portions of the ocean front of the city of Lagos, Nigeria, are currently being flooded by rising sea level effects attributed to global warming... If it's not far enough away from the coast, relatively soon, it won't matter what the numbers indicate...

Why is there no effort directed to building an effectively protective seawall, instead?...

The coordinates of the City of Lagos, Nigeria are ''6 degrees 26' N'', and ''3 degrees 23' E''.

Are there any identifiable landmarks, or street intersections, on the map?...

The site in question mathmatically appears to be about 85 kilometers, nearly northerly, from the center of the City of Lagos...

Lagos, as you no doubt know, is not just a city in Nigeria, it is also the name of the 'federal state' within which the city is located. (Kind of like New York, New York.)

The coordinates are probably a form of decimal degrees. 33690.64 E is probably 3.369064° E, or 3° 22' 8.63" East longitude.

And 915041.74 N is probably 9.1504174° N, or 9° 9' 1.5" North latitude. So this location is somewhere well north of the city of Lagos.

3.369064 => 3 [degrees] + Integer portion of (0.369064*60) [minutes] + {fractional portion of (0.369064*60)]*60 [seconds].

(Map copied from Google Maps)

There should be a reference point...I think

..."High precision angular measurements are stated in degrees, minutes, and seconds. There are 360 degrees in a full circle, 60 minutes in a degree, and 60 seconds in a minute. This is often but incorrectly confused with GPS coordinates. Survey distances are expressed in horizontal feet."...

Well in 1959 the world standard was the ED50. If this particular part of the world conformed or not is anybody's guess.

The coordinates you give are (sort of) in the form of Gauβ-Krüger. If I insert your coordinates into this calculator, I get 8°15'22.4" N 4°13' 43.7" W. This is Ivory Coast, a ways west of Nigeria. Correct neighborhood, but likely the wrong house.

So... that's all I got.

Yep. Lattitude is pretty close, but the wrong side of the prime meridian.
