Is there a Vehicle reverse sensor to give a beep when an object is sensed before it collide.

There is on my Ford Windstar. This makes it very annoying noise when I back boat up. It is beeping continuously.

The wife's car only beeps at me if we get within 3 or 4 feet of an object.

Tie one of those squeaking teddy bears to your bumper, as soon as you start squashing the soft teddy bear you will hear a squeak!!

Yes. Tie a small child to the bumper. As the bumper crushes the child it will make a noise before the vehicles touch.
