Is the vessel a pressure vessel or the ship itself?

For the ship I would suppose proof of ownership and seaworthiness would be high on the list.

Boats used on the UK's Inland Waterways usually have an accompanying inspection report written by an experienced Marine Surveyor. The report will detail the structural condition of the hull together with a list of recommendations for maintenance opportunities. In order to complete this, the vessel will need to be out of the water for a visual and NDT examination.

An additional inspection is required on some vessels that have accomodation, heating appliances, cooking facilities or in-board engines in order to satisfy the Boat Safety Scheme requirements, which can be a condition of obtaining third-party insurance and licences to navigate.
