First, we need som clarification of terms.

Generally speaking, a cyclone is synoptic-scale system that rotates around a low-pressure center. In the Atlantic and Eastern Pacific, strong tropical cyclones are called hurricanes. The same storms are called typhoons in the Western Pacific, and either cyclones or typhoons in the Indian Ocean. The strength of these systems is classified by the Saffir-Simpson scale. A minimal hurricane has sustained winds of 74 mph, and a maximum of > 250 mph.

A tornado is a violently rototating column of rising air extending from the base of a thunderstorm and is in contact with the ground. The strength of a tornado is classified be the Fujita Scale, and a minimal tornado has winds of 40 mph, with the highest class has a maximum winds of 318 mph. Last year the National Weather Service in the US switched to using the Enhanced Fujita Scale, which has its highest classification at > 200 mph. The parent thunderstorm of a tornado often has a rotating updraft called a mesocycone.

FYI, hurrincanes form over the tropical oceans, tornados usually form over land.

Any weather system marked by a low-pressure center is a cyclone. No official windspeed exists for cyclones, but I imagine that winds generated by a pressure gradient around a low would be at least 15 mph.

So, the order would be cyclone, tornado, hurricane.
