	Cost I would guess. In some parts of the world they are compulsory and some schools insist on them. All buses used by our staff in China have seat belts fitted. 	And time A bus in town spends a tremendous amount of time sitting waiting for kids to get seated, waiting for them to buckle up is that much more __________________ "If you want to get somewhere else, you must run at least twice as fast as that!"
