Cost I would guess. In some parts of the world they are compulsory and some schools insist on them. All buses used by our staff in China have seat belts fitted. Slowly we are convincing staff to wear them.

A bus in town spends a tremendous amount of time sitting waiting for kids to get seated, waiting for them to buckle up is that much more

The school buses I know have rather flimsy seats that won't serve as an anchor for a seat belt.
