Please refer to ASME XIII standard. You will get all information about design, fabrication, quaifications, inspection, treatment...etc

Note that ASME Xiii is devided into sections, ASME Xiii sction 1, section 2...etc., where you will get details on Fired or non Fired Pressure Vessels.

Please do not forget that the design and construction had to be done according to this ASME standard for US uses but some other standards could be requested for equipment operated in an other country.

Like CODAP for France or TÜW for Germany....

The truth hurts sometimes. That drawing was too small, but the valves looked like gate valves. I would figure gas cocks at meters, branch lines and some at gas fired equipment, because solenoids would have to be fail closed. The only time I ever use a solenoid on a natural gas pipe is to shut down a commercial cooking line for a restaurant when the Hood Ansul system goes off. The city or town having jurisdiction as you know is the easiest thing. Call the fire chief and find out what kind of fire department connection they use. That would be embarassing for them to show up and can't connect to a building that's on fire. He should ask the utility for sure, you were correct.
