my meter is showing value of power factor 1.3, what it mean

Power factor is the ratio of real power to the apparent power. You've got your meter set for the wrong hemisphere. Somewhere, there's a switch marked "N" and "S". Change it to the other position and the meter will read correctly.

If its a digital meter, Its Faulty...get it replaced.

If it an analog meter, you have the wrong meter in place, PF meters are marked Lead\Lag with 1 being the centre point...so get it replaced.
