You don't really mean you want to design one, do you?

If you already know the force required why not just look in the hydraulic cylinder manufacturer's web site?

And cylinders don't produce ANY force until they are connected to the hydraulic system that will power it.

What are you REALLY trying to do?

Tornado has given the simplest equation for the hydraulic cylinders. Now you have to "design" for P and A as per your requirement.

For P you will get some standard hydraulic pumps having working pressur like 700 bar or 2200 bar or 2800 bar. With proper factor of safety you can find the A required for the type of pump you prefer.

The simple fact that you ask for help for the design is a proof that you better ask a specialist to make an offer. A hydraulic cylinder is NOT only a pipe with 2 caps, a piston and a rod. It is a VERY complex machine part and only people with the necessary understanding, knowledge and EXPERIENCE should get involved in such a project.

The fact that you ONLY give the force is as well a proof of your totally lack of knowledge, it would be risky to give you support for design.

The best solution for you is to look in catalogues define what parameters you expect from the cylinder and ask for quotes.
