If you have no specific instructions or guidance, I would say something like 1.5 - 2 times the max load that will be seen in service.

when personal safety factor, the load test rating should be "capacity x 5."

Load test of what?.. Jula or cranes or chain blocks or what?.. please clearly mention the item which is going to be load tested
