why we use the 6010 electrode for root run for pressure piping and pressure vessal .

The electrode and coating characteristics allow this rod to achieve good penetration through the weld root, vs. other electrodes more suited to surface deposition.

PWSlack and Tornado have good answers...... with PWSlack that question has to be addressed to who ever is in control of your WPS.

It would be more complete if you had listed what base metal you were welding to.

I will give the answer that I would use and why. 6010 electrodes perform several functions while being used. 1st they penetrate deeper into the substrate materials. They also will burn through almost any rust, dirt or other foreign materials that linger in the weld path. The flux then brings these items to the surface and entraps them in the flux bath so it maybe removed.

So I maybe off in my thinking and use of this rod, but as I understand it's use, this is what it's for and why it's used in the root pass in most cases.

E 6010 is generally used for root pass welding of pipelines (ASME B31.4&ASME B31.8) and not for CRITICAL pressure piping components as per ASME B31.1 & ASME B31.3 (In an ASME B31.3 project, during argon scarcity, E6010 was used for root runs of relatively lower critical line joints). SMAW electrodes will deposit slags and spatter inside the pipe. It will be very difficult to remove those unwanted foreign particles from piping network which consists various diameters of pipe, bends, and tees before plant commissioning. In pipeline, accumulated slags and spatter will be removed during pigging operation before commissioning. E6010 electrodes can be used for pressure vessel root runs, if back gouging provision is available before deposit remaining weld metal by E7018.

By the way, you forgot to give pressure vessel plate and pressure pipe material specification for a deeep analysis....
