Every mill I've worked on was pre loaded.

It would normally be on load starting.

Given the scant information, who knows what the real start conditions are.

What is the size of the transformer or generator feeding it?

How much voltage drop can you tolerate on the supply when you start it?

What kind of environment is the soft starter going to be mounted in and how would the heat output of the starter affect that decision?
