Somebody seen a thermo-eletric shutter like ones on exhaust fans, but made alone - without a fan ?

Yes, they are made. Some other possible terms might be "motorized dampers" or "motorized louvers". The corrected spelling "thermo-electric" might also help.

They are used in glasshouses here to adjust the ventilation by temperature. Some do not need any electricity, I believe they work by warmth expanding and contracting some part of the mechanism. Is that what you need?

Search under "automatic greenhouse vents".

Did not know there are such - self-controlled by ambient temperature - thank you. Only I don't know why there are not simple ones for air ducts - ones like I described above.
