is any one know to use carbon and PTFE to make cabon electrode?
Drill a hole in the PTFE. Stick a carbon rod of the same diameter through it.

What do you know about the process at all and why would you add water?
Are you proposing to use PTFE flakes and carbon to make a kind of paper?
Better describe what you are trying to achieve.
i mix 60% weight liquid PTFE /(water) 5 times weight of carbon and carbon together.
mix for 30min
spray dry the blanding
i want to not use the spray dry.

Yes. One instrument manufacturer comes to mind (name withheld).
This sounds more like a brush than an electrode, although the borderlands might be indistinct. In any event, a realistic description is needed.
Teflon makes no sense, especially as a binder.
