How to Reduce Earth Grounding Resistance Below 1ohm

Guys,Earth test pit for instrument like using PLC and JB's.
Now i getting 2 ohm as per SABIC Std should be below 1 ohm and i want to reduce below 1 ohm.
And i put charcoal and salt to make the reduce the resistance,but result failed the same reading occurs.
Location of ground below 1 meter the contaminated ammonia water present.

Have delivered a large quantity of seawater, and tip it into the pit.

Make sure the grounding rods are copper coated. Use more, longer and closer spaced in a larger grounding area. Put some more rods in another area in the vicinity and connect the cable to the other area's rods. After all this is done call the local fire dept and have them conduct a drill on the property. Make sure you arrange for large quantities of water to be used. They love to use their nozzles. Beer for them also helps. If you are located in a salt water subsurface area put all this in that area.

Why dont you try Chemical Electrolytes as Earth Resistance reducing agents. They can reduce the resistance by 65-70%.

For an instrument clean earth connection, the difference between 1 ohm and 2 ohms matters "not a jot".

For power earth, it is the earth loop impedance that matters. Provided the installation is compliant with the contents of British Standard 7671 upon testing before handover, then the actual value is largely irrelevant.

Hope your not using cooper rods in your pit, ammonia and copper don't get along very well. the corrosion alone will be an on going problem.
