What is it?

A friend came in today with this device and I have not a clue as to what it is. Anyone seen one of these? The picture isn't good but the meter reads from zero to three VDC. The switch is a three position toggle, it has a 110 volt power cord, and the red and black leads have alligator clips. The rheostat knob reads from one to ten. Stamped on the back is T SIN ELEC JAPAN and a small sticker reads 2A6.

For a hobby project it looks pretty good. The components on the panel are all in line, evenly spaced, meter at proper orientation and no old holes from the previous project in the box. Inside doesn't look like an explosion in a spaghetti factory, a good thing!

I have to agree. It appears to be very well done if it's a hobby project. But who am I to judge when I can't even supply a decent photo?

I also agree that it sounds/looks like an adjustable power supply.

But the 3 position switch? on - off - invert maybe? Center position being off, and the down (or up) position being the reverse polarity of the opposite position.

No, I don't think so.

I believe the switch adjusts for the hemispherical polarity factor: Up↑; Northern Hemisphere, Middle±; Equator, Down↓; Southern Hemisphere.

I believe that's correct. As W.C. Fields says, "a man has to believe in something. I believe I'll have another drink".

No, I don't think so.

In the cluster of wires, in the center, there obviously are the hinges for a swinging choke. This choke drives the electrons in a wave sinusoid, a mathematical curve that describes a smooth repetitive oscillation. Contrary to popular beliefs there is also a co-sinusoid wave for opposing electrons. Also contrary to popular beliefs, amongst the scholars of the institute of MIT (Mental Institutional Toroid's), there is no cotangentaloids or tangentialoids waves. at least not beyond Cambridge, Mass.

This device is obviously a remotely operated drip pan for a grid leak, remember those old vacuum tubes? The wires are for a remotely controlled attenuator to reduce losses. The complete metal case is to collect any leaks or radiations. The meter's purpose is obvious, to measure the leak rate. The 3 position rotary switch is to project the leak in the three axis's: X, Y, and Z. (left-right, front-back and up-down).

Rumors have it that Texas Instrument is developing an IC to replace this device. Since it is encapsulated there may not be enough room for the axis's X, Y and Z. Samples of this IC and experimental boards will be forthcoming during the 1st quarter of 2015.

It's not a "Little Gem Fuse Blower" . ( A device beautifully crafted with a big red button on the front, and impressively professional lettering. It's plugged into the mains and left for the unwary mug to walk up and press the button out of curiosity )

Of course Kris/Del also can supply and item called The Blower Eliminator to fix for this fuse blower problem,... for a nominal fee.

Is it true that Kris/Del sell both, The fuse blower and The Fuse Blower Eliminator.

On the whole I agree with Lyn it's probably a power supply.

But why does a search for "T SIN ELEC" come up with so many hits for things to do with electric fences.

Maybe it's an electric fence tester.

Since everyone else is guessing, I will throw in my two cents. It is a powered cathodic protection power supply. Make sure you get the polarity correct when you attach the leads. OR it could be the detonator for a discombobulator. Good luck finding out, because it is a curious item.

I think this may be an open/running shorts tester and smoke re-injector. The three position switch changes the rheostat to a potentiometer and back while simultaneously unplugging itself from the outlet.
