That is just one small input.......there is nothing bad about it....usually the breakthroughs come from the military, this way they cut out the middle man, in this case the country's military.

It depends how much money China has to borrow to the US to support this activity.

The primary purpose is really not to generate new technology, that is really just gravy. the primary purpose is to keep these highly trained and specialized scientists gainfully employed so they don't decide to move to North Korea or Iran and sell their skills to some nutjob with an international axe to grind and entirely too much money to spend in the endeavor.

ga - that was the point. There were (are) some very capable people running around with almost zero prospects. They would use their knowledge for sure.
