The U.S. has 5,646 LEED-certified green buildings. Russia
has just one. Although America's former Cold War rival still dominates the
Eastern European construction market, Russia ranks behind nine other nations
when it comes to complying with Leadership in Energy and Environmental Design
(LEED) requirements, a third-party rating system administered by the U.S. Green
Building Council (USGBC).
The U.S., of course, has provided financial incentives to
green builders in the form of tax breaks and stimulus funds. Then there's the
matter of the LEED standards themselves, which were written for American markets
rather than international ones. But that's not the whole story, according to
Green Building Pro. In "emerging markets" such as Russia, "long front-end
project planning" and "an integrated project delivery approach" are often "perceived
as a delay to the project's schedule rather than a necessary investment".
