No kidding a situation like this happened to us. Building was updated with a new fire sprinkler system. Plumbers routed supply lines and sprayer piping in front of an 80' long bus bar. Could not open any of the bus plugs more than a inch or two. And the installer as mad because he had to change it. But, it was done to print so we had to pay to have it changed.

That valve was all the sh*t that was coming from management, so they sort of, err, accidentally welded it shut.

I would concur with Del on this point. Applying the rigour of archaeological analysis, the possibility of the valve handle being cast around the handrail does not fit with our current knowledge of casting technology during the twentieth century. (The photographic image shows a construction that is dated by looking at the type of lagging used on the pipe (asbestos would be pre 1998), and the inclusion of rectangular hollow section (available only post 1930)) Based on this evidence most scholars would agree that the valve preceded the rail.

Your both wrong.

The handle was placed there buy the fabricator to hold the rail down against the other section so he could weld it together. The valve and piping was added later since there was an unused handle available. They had to put it there as they could not relocated the handle.
