The reason the water closet is using more than the 1.6 gallons is:

When you flush and as soon as the float valve drops water is also running into the tank as the flushing cycle completes and the flush valve again seats and the tank again fills. There is also the variable as to the height of the water in the tank.

You can also hide a bottle of booze or a six-pack of suds in the tank to heighten the water.

That would lessen the volume of the flush. In the US, the toilets barely have enough capacity to wash everything down.

During drought conditions the motto is "If its yellow let it mellow, if its brown flush it down". Usage of water is then even smaller!
