Interesting, an aqua acoustical energy suppression system. Some technology changes little over the years. I think a sound suppression surface coating would be more modern day.

No. 200dB of energy bouncing off solid surfaces can't be absorbed by a surface coating. Especially at these frequencies. Maybe if it was 10 feet of lead foam.

Water will attenuate the energy as that energy is expended to excite the water droplets.
