To the best of my knowledge, you really need a triggered oscilloscope, or a logic probe at least...

I once attempted to test a 8085 (or maybe it was a Z80) by inserting it in a working board. It did not work and neither did the original one when I returned it to the board.

I am not in electronics but I would suggest using a computer for testing all the functions that should be available on the chip. The input at the pins can be supplied via the printer port on the computer and the state of signals at the pins can also be accessed via a bidirectional port.

I know this is possible because an electronics friend made me a unit to read the output of old equipment (using a PIC).
